Value for Money (VFM) is broadly defined as the optimum combination of whole-of-life costs and quality of the good or service to meet a user's requirements. The report analyses the VFM in many public private partnerships.  It would be a useful document for anyone involved in designing infrastructure programs or initiatives that involve public and private sector participation.
