ICA Meeting on Energy Security 2006 - Presentations

Recognising the power crisis that is affecting the continent, the Infrastructure Consortium for Africa met in the presence of the Hon. Daudi Migereko, Minister of Energy and Mineral Development, Uganda, and Chair of the Forum for Energy Ministers of Africa (FEMA), Hon. Felix Mutati, Minister of Energy, Zambia and Hon. Asfaw Dingamo, Minister of Water Resources, Ethiopia, to discuss energy access and security.
Participants agreed that the power crisis in Africa deserves high-level attention and changes to the way donors and countries do business. Donors need to scale up financing to the sector.
Countries need to ensure that energy is a priority in Poverty Reduction Strategies, and ensure that their regulatory frameworks are conducive to investment in the sector. In addition, countries need to place greater emphasis on locally sustainable solutions, in particular, based on renewable energy sources;
Regional integration needs to be accelerated. Regional Economic Communities have a key role to play in ensuring political commitments are made.
Africa’s vast hydropower potential is untapped. No investment in the sector will lead to higher social and environmental costs. Donors need to reconsider investment, whilst not repeating past mistakes.
The political and economic environment in Africa continues to improve, which will lead to new opportunities for the private sector. Consortium members will explore new financial tools to attract greater private investment.
The Secretariat to the Consortium will convene a working-level meeting in late 2006 with donors and private sector investors to help broker financing for well developed energy projects. A priority list of projects ready for financing will be jointly prepared by the African Development Bank and the NEPAD Secretariat.
