2010 ICA Members' Meeting

Members of the Infrastructure Consortium for Africa met in Tunis on 22 and 23 November 2010 under the chairmanship of Alex Rugamba, Director NEPAD, Regional Integration and Trade (ONRI) at the African Development Bank.
The primary purpose of the meeting was to provide Members with an opportunity to review progress made since the last meeting (May 2010) in carrying out the Strategic Business Plan (2010-2012) and to consider future activity. The agenda focussed on the three key pillars of the ICA’s activities – Coordination, Regional Infrastructure Programme Brokering and Knowledge & Information – and considered ICA planning, organisational, management and staffing issues. A workshop on Enhancing Regional Project Preparation was also held.
Welcoming ICA Members and setting the scene for the meeting, the Chairman provided a brief summary of the previous Members’ Meeting and outlined the major infrastructure-related developments since May 2010. These were:
- The UN-MDG and G20 summits, which both stressed the importance of infrastructure development and regional integration;
- The high level political ownership and direction of the infrastructure development agenda shown by African leaders since the launch of PIDA at the AU Summit held in Kampala in July 2010;
- Within the African Development Bank, the restructuring of the former Infrastructure Department, resulting in responsibility for the ICA moving to the ONRI Department.
France provided a brief look-forward to next year’s G8 and G20 summits, which it will host, and proposed that the theme for the next Annual Meeting of the ICA (which is likely to be held in Paris) should relate to private sector investment in Africa’s infrastructure.
