Request for Expression of Interest: Review of ICA Strategic Business Plan

The Secretariat of the Infrastructure Consortium for Africa (ICA), hosted by the African Development Bank, will require a suitably qualified individual consultant to provide consultancy services over a period of 3 months (commencing September 2012) for the REVIEW OF THE ICA STRATEGIC BUSINESS PLAN (2010-2012/2013).
The main objective of the assignment would be to assess the progress of implementation of the plan against stated outcomes stipulated in its logical framework. It is expected that the review will also highlight issues and challenges affecting effective and efficient implementation of outputs and their contribution to planned outcomes and impacts. The review will also examine whether results obtained thus far have been constrained by any specific issues/challenges.
Individuals interested in receiving the full Terms of Reference to be considered for the short list are invited to respond by submitting their qualifications to perform the services.
The Consultant shall have at least 10 years of post-qualification professional experience with considerable experience in management consulting covering institutional development, programme planning, and management. African Regional experience, understanding of the African Infrastructure sector, and previous experience in conducting development programme reviews are considered essential. The ideal Consultant will be one with a multi-disciplinary background in Infrastructure Development/Financing, Economics, Management & Institutional Development, and Programme/Strategy Monitoring & Evaluation, and possess a minimum qualification of a Master’s Degree in a relevant field.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procedures for the Acquisition of Consulting Services Funded by the Administrative or Capital Budget”, February 2012.
The African Development Bank Group is under no obligation to shortlist any individual who expresses interest.
