ICA provides guidance to AMCOW on project preparation

14 July 2013

In June of 2013, ICA Water Finance Expert, Sonja Hoess traveled to Berlin to provide guidance to the Technical Committee (TAC) of the  African Ministries Council on Water on the importance of project preparation .  Representatives from Water Ministries from Algeria, Central Africa, Chad, Egypt, Gabon, Ghana, Mauritania, Tunisia and Zimbabwe were in attendance.  Ms. Hoess presented a comprehensive presentation on the ICA project preparation tools – and articulated the process of going from a concept to a bankable project.  Participants in the workshop cited the work of the ICA  having a special value – and several (including the Water Ministry of Kenya) have requested follow-on training.

The ICA Water Platform is supporting the Global Water Partnership (GWP) in their efforts to implement the Water Climate and Development Program (WACDEP) of AMCOW (African Ministers Council on Water). GWP developed a strategic framework for water security and climate resilient development. The framework is aimed at high level decision makers and sets out key activities which can be undertaken. The WACDEP has been created to support the integration of water security and climate change adaptation into development planning processes and the design of financing and investment strategies.

The objectives of the program are to support countries in the integration of water security and climate resilience in development planning processes and the development of “no regret” financing and investment strategies for water security and climate change adaptation. The initiative will be implemented at local, national and trans-boundary basin level and aims to specifically promote global-regional-national linkages. Initially, the program will start in the following 8 countries: Burkina Faso, Burundi, Cameroon, Ghana, Mozambique, Rwanda, Zimbabwe, and Tunisia. Additionally, it starts in 5 river basins / shared aquifers: the Lake Chad basin, Limpopo basin, Kagera basin, Volta basin and the North-Western Sahara Aquifer System.
