Africa Infrastructure Country Diagnostic Study
The inception meeting of the Infrastructure Consortium in 2005 identified the need for a diagnostic study to synergise with NEPAD’s Medium to Long Term Strategic Framework (MLTSF).
The meeting requested the World Bank to develop terms of reference for a “Diagnostic Study” covering country specific issues, to complement the MLTSF. The Africa Infrastructure Country Diagnostic Study (AICD, www.infrastructureafrica.org) will generate a quantitative assessment of the state of Africa’s infrastructure – drawing on national level data across infrastructure sectors.
The AICD looks at five major sectors of infrastructure, including information and communication technologies, irrigation, power, transport, and water and sanitation. The analysis of transport infrastructure includes airports, ports, railways, roads, and urban transport.
The first phase of the AICD examines the state of each of these infrastructure sectors in 24 focus countries that are chosen to represent the diversity of Sub-Saharan Africa. As funding permits, additional countries will be covered in due course.
In each country and for each sector, the AICD documents current public expenditure and future investment needs, as well as the performance of the infrastructure service providers. The first phase of the AICD is expected to be complete by end 2007.
The data will be aggregated to inform both national and regional decisions - facilitating accountable, efficient, equitable and fiscally sustainable resource allocation decisions.
The AICD study is led by a Steering Committee comprising the AU, NEPAD, the African Development Bank and the Regional Economic Communities, as well as the major donors involved in funding the study. The Steering Committee jointly oversees the AICD and NEPAD's MLTSF, which is being undertaken by the African Development Bank. Both efforts are being undertaken in close collaboration with each other. The AICD study has been made possible thanks to financial contributions from DFID, PPIAF, AFD and EU.
