Secretariat

To ensure delivery, a Secretariat has been set up to support work on the Consortium objectives and commitments, reporting annually on progress and results.

Consortium members support, on a voluntary basis, the first two years of the Secretariat, financially or in kind through secondments, for example.
 
It was agreed at the inaugural meeting of the Consortium on 6 October 2005, that the AfDB hosts the Secretariat. 

Role of the Secretariat

The Secretariat supports the Consortium to:

  • Promote action, by facilitating dialogue between Consortium members, partner governments and the private sector, to help move STAP projects forward.
  • Raise awareness of problems and barriers to progress.
  • Facilitate information and best practice sharing, identifying gaps in knowledge.
  • Identify and keep track of trends in infrastructure development and financing in Africa by sector, country and sub-region.
  • Facilitate reporting on progress on regional project implementation, highlighting areas where donor support and action by partner governments is needed.
  • Report on the support given by members to the AU, NEPAD Secretariat, RECs and to the existing project preparation facilities, including NEPAD multi-donors PPF.
  • Prepare working documents for Consortium meetings.
  • Organise bi-annual Consortium meetings, including production of the proceedings.
  • Engage with the AfDB’s NEPAD Division on the STAP, MLTSF and the World Bank’s country level diagnostic study.
  • Prepare the annual report of the Consortium to the Africa Partnership Forum on the activities of Consortium members and electronic newsletters as required.
  • Establish and maintain an internet website with workspace for collaboration.
  • Where appropriate, report on Consortium progress at selected infrastructure related fora.
